I was enrolled in the International Shipping Program recently and I'm trying to understand everything that it entails. Last night I received and offer from a Canadian buyer. If I have a buyer from Canada, would that item go to a Hub before being shipped to them? Or would I be expected to ship directly to them. The item they offered for had free shipping so would be very costly.

The items of yours that I looked at were set up to be sent through ebay international shipping (EIS) so you would be sending to the hub in IL. The buyer will still pay an international shipping cost which will go directly to eBay.

If you are in the new international program, you can ONLY ship to the hub in Illinois. You will NEVER get the buyer's address. My 3 international sales in this program have been to buyers in Canada. One took about a month to arrive. You will NOT know what they charge the buyers. You will need to put an invoice inside. Any refunds will be done by Ebay. Once the item arrives at Illinois, your job is done. Ebay will then put a new shipping label and send the item to the next country. My 3 packages showed that the shipping company in Canada would be Ascendia .
The label to Illinois will have the buyer's name and some identification # (NOT THE ITEM #). It's very important that you get the address exactly correct and this number if you print your labels by hand.

So my shipping cost will be to ship the item to the Illinois hub, and if I print my shipping label through ebay it will automatically print to Illinois and they handle the rest. Is that correct?

Yes.
