Protecting myself sending a wrong item back to seller

I received a wrong item from a seller in Germany.  He can not or will not send me a return shipping label.  Things have gotten a bit nasty.  I am afraid he will receive the item back (a collectible postcard) and claim it was damaged in transit.  Can I require him to cover the cost for insured return postage?

For eBay.com... If you opened an Item Not As Described return, the seller is responsible for return shipping costs.  Because it is international, they cannot actually provide you with a label, but they are supposed to provide you funds, in a unique transaction (not a partial refund from the original payment) to cover it.

 

If the seller wants insurance, that's on their dime too.  If the label (or monies) they provide you doesn't include insurance and the item gets damaged in transit, they are responsible.
