Proper way to file claim for credit for purchase not shipped.

Seeking advise for the proper way to file a claim for unshipped purchase made on March 24, 2019.   Seller has apparently failed to do this to a number of buyers recently based upon the recent feedback displayed.  I just want to do it correctly, without it falling into a pit.  Thank You, Ed

Assuming that it is past the expected delivery date, then there is a link at the bottom of most every eBay page that says "resolution center".  Click that link, and then make sure the "I haven't received it yet" is checked under "I bought an item".  Click the Continue button and follow the guidance ... it should be self-explanatory ...
