Promotional Shipping Rule not saving when applied

I have several listings that I have checked the box for the promotional shipping rule. The rule is that shipping for all orders should never exceed 10$. 

For some reason when I revise a listing to apply the promotion. It doesn't actually save. Because I go back to revise the listing and the box is unchecked again. 

I tried ending and relisting all of the listings but it still would not fix the problem... please help! I have a large order waiting but the shipping rate is not applying correctly because of this..

I am sorry...I can't find that box on my listing tool?

All I have is Volume Pricing..is this through the markdown manager?

In order to see the box on your listing I think that you would need to have already set up a promotional shipping rule in shipping preferences. That's how it works for shipping rules so I assume that it works the same way for promotional rules.

The new listing form seems to be 'lose' more stuff than the old form.  

For this transaction, is it possible to put everything in one listing with the correct shipping price?
