What was it and why was it rejected?
The seller should ethically issue a refund when he gets it back.
Depending on the circumstances you might to be able to file an Item Not Received claim. Failing that, you should be able to file a claim with Paypal for the same reason.
But it is entirely different if you bought something that is illegal in your country (NAZI memorabilia for example)

I would probably file an INR dispute.

Start a return request after tracking shows delivered back to the seller. Then either your seller can click Refund, or you can click Ask eBay to step in to get your refund.

Why a return request? Item was not delivered so I would file INR dispute. The return of the item by German Customs could take months.
