I want to buy a product that's missing some information, and after asking the seller to check if he could include it, he said he was unable to because their stuff is in a different location, oh well..
So I asked if I could return it after buying if it was not what I needed, he said it wasn't possible because it was already a returned product.
Does eBay allow him to choose if he can receive returns or not or am I still covered by eBay money back guarantee in this case?

If he doesn’t accept returns, you wouldn’t be able to return the item in this situation. It would be buyers remorse and the money back guarantee excludes those from being eligible for the MBG. You already know something is missing because it’s not included in the listing so if it’s not included when you receive the item, then you got what you paid for and you can’t use the money back guarantee. You should probably buy the complete item from another seller, preferably one that accepts returns.

It's a mechanical keyboard and the seller doesn't know the switches.
For some context, a switch in a mechanical keyboard is how the keyboard feels overall, and, in this case, it's not something that's missing in it's entirety, because for the keyboard to work the keys need the switches, but you don't know what you're gonna get, so it's kinda of a lottery. So, you WILL get the ''feature", you just don't know which one.
I don't buy it from another one because it's half the price, would be a good deal to grab.

I suspect this particular seller just doesn't like doing approval sales, since the item may not provide you with 100% customer satisfaction.
Best to just move on to another seller.
