Why does it keep saying a problem has occurred when I try to issue a refund?

What exactly the message says?

 

Do you have enough funds?

Is your account connected to active bank account or card?

Are you refunding partial or entire sum?

Was it payment for Ebay listing or payment from friend?

You need enough cash in your PayPal balance to cover sales tax (yes, sales tax, eBay will automatically repay you afterwards), shipping, and item. Since October, PayPal won't withdraw the shortage from your bank or cards. Have someone send you a Friends & Family payment, and you can repay them.
