Problem with shipping to Germany from USA

Although I am signed up for eBay's International Shipping service, a potential customer from Germany is saying that he gets these messages: "Unfortunately, this seller will not ship this item to Germany."
And "The seller has not specified a shipping method to Germany. Contact the seller and request shipping to your location."  He also says that the listing says I will not ship to anywhere in Europe, even though I have beeb doing eBay's International Shipping service since it first started.

Does anyone know how to rectify this?

DESCRIPTION of the BERGMANN PISTOL Model 1894 & 1896 German Autoloader

 

It shows it doesn't ship to Germany, so it's probably the item.

The USPS has a list of prohibited items including

 

"Arms and weapons, including firearms, parts of arms, ammunition, and imitation arms."

 

Now admittedly you are selling a pamphlet not an actual pistol. BUT "bots" probably don't read the entire description, they just look for key words - in this case PISTOL. Therein lies the problem.

 

I wonder i dropping the word PISTOL and just listing it as "Bergmann model A894" wouldn't be sufficient. After all, anyone interested already knows what a Bergmann is. Just a thought.
