I recently purchased an authentic item from a seller from an auction that I've won and paid him the full amount plus the cost of shipping. The cost of shipping is $13.50 and is handled via USPS First class mail international / first class package international service.
The seller canceled the order and his reason the reason as (This order was not successful. Order cost has not been included in the total amount.)
When I was communicating with the seller he asked that I change my postal address on paypal or ebay because an error shows whenever I provide my P.O BOX address. I'm confused because I have recognized several shipments shipped by USPS to my postal address without any problems and I have also had items shipped out by USPS without my postal address in the past.
The reason of the seller being the order cost has not been included in the total amount is totally false because he was paid for the cost of the item plus the full cost of shipping but he didn't mention his excuse of my postal address provided which was the main cause of the problem as it seemed for him. When I notified the seller to contact USPS and ask them why they won't ship to the United Arab Emirates with my postal address provided knowing it's more safer and reliable to provide my P.O BOX in my shipping address. The seller didn't bother to contact USPS and respond back to me, instead he mentioned he wants to solve the problem with ebay and I'm certain he didn't provide the reason being the postal address of my shipping address and mentioned to them the same excuse that the order cost was not included even though he clearly knows it was included according to the purchase payment receipt by paypal.
What I don't understand is why the seller cancelled the order very quickly and lied without being honest and how ebay handled the situation to his favor and refunded me the full amount without my request for the total refund. I have informed the seller to contact ebay thinking he was going to be honest with them and I don't know why he just didn't bother to resolve this situation either by providing another shipping method by a different shipping company or with USPS knowing it could've been handled professionally and the shipment should've been processed easily avoiding any problems. Does USPS never ship internationally from the U.S with addressess having P.O BOXes because it's crucially important to remember how difficult it can be here in my country the UAE to receive parcels that don't have postal addresses where most of the time aren't received in my private box or the postal office without the postal address.
I need your help resolving this issue.

It could be not enough postage ,or no tracking to UAE,or cant buy insurance from private insurer.

The item shipped was a jersey, usually the cost of shipping would be from $18-$30 sometimes over $30 depending on the seller's location in the US. In some occassions if the seller doesn't provide shipping to the UAE there are some circumstances where he can add international shipping, providing the shipping option to his checkout page. I was dealing with an unexperienced seller, I don't believe he's ever shipped to the UAE before but he still could've managed to proceeed with shipment accordingly even if there were extra wages to be paid which could've been added to the new shipment cost added as a second option to his checkout page. The seller never bothered to reply back to me when I asked about the international cost of shipping to my country. He didn't take action or ship the jersey to me although I received a message stating the item was going to be shipped in 3 days time and I will receive the item in about two weeks time. This seller is also suspicious because usually sellers that ship items as signed football jerseys without the COA aren't allowed to sell these items without proof of COA here on ebay plus that the COA with the jersey must be displayed in photos when being sold including shipment after the purchase. This is why this seller thought he could make an easy sale without being questioned by ebay in addition to getting the deal easily without being caught or noticed. The seller logged out from his account two days after the purchase was made and I didn't have a clue what was going on until I received notification from ebay with regards to my refund. The item was never shipped out and the seller lied about shipment and also didn't have a COA to provide along with the jersey. I've already requested a refund from the seller and alerted ebay about this problem and I will be receiving my funds back in a few days time.
