Problem with eBay regarding an item never delivered.

What is my recourse when an item was sent to DHL distribution and tracking ended with "scanned into sack/container" After that...nothing. The buyer claimed that she never got the item. This was an international shipment. I even called the distribution center and they just said to contact eBay.  After about a week  of emails back and forth I told the buyer to put in a claim with eBay. She then did that. I informed eBay the I had sent tracking info to her and had held up my end.  Ebay refunded her money. But I get nothing in the way of a refund for my lost merchandise even tho I issued an appeal informing Ebay I had done what I could.  Ebay claims that there was no tracking info provided that showed the item was delivered  but I sent her the tracking number (which ended at distribution center.)  I shipped the item and then it was out of my control. Ebay replied that I should "explore external options, or to use methods outside of eBay's policy" What does THAT mean?!!!  Why does eBay not cover me as seller?

Problem with eBay regarding an item never delivered.

Sellers are on the hook for items until they show 'delivered'. 

If tracking did not show delivered, you must pay back the buyer.

When you don't pay back the buyer and try to 'appeal' allowing the date to pass by which you must 'refund' the buyer, ebay will do it for you and you get a 'ding' for not taking care of your customer.

Ebay is not responsible for your package or who you choose to use to deliver.

If I’m understanding correctly you sent tracking to the buyer through messages but not into the INR case directly and this is why eBay said you didn’t provide tracking. I have never used DHL and unfamiliar with what that last scan meant or if it meant delivered to the international warehouse where your responsibility ended and you had uploaded that tracking into the case itself you would have won or at least been extended time for proof of delivery if tracking showed movement.

Did you use ebay international standard shipping for this item? If so, there is up to $100 insurance that you can apply for. There is a link for that before the FAQ on the following page.

methods outside of eBay's policy - means some form of shipping insurance. 

eBay does not provide seller protection for genuinely lost items.  Read eBay's Money Back Guarantee to see what you need to do to qualify for any seller protection.  Which consists mainly of protection from false claims of item not received, not actual lost items.  You cannot provide tracking that shows DELIVERED to the buyer, you lose.

The OPs responsibility wouldn't have ended there.

They have to have tracking that shows the item was delivered to the buyer to win an INR case.

You don't give enough information.  How did you ship it?  Was it thru eBay Global Shipping or eBay Standard International shipping?   Did you upload tracking to the case?  Did eBay refund out of their pocket with no impact to you?  How did you respond to the case?  Did you send the tracking number with the appeal?
