I purchased an item a while ago that had free shipping. After some time, it arrived, but with postage due. So I rejected the item and the post office sent it back to the seller. I then contacted the seller and told him the situation. He seemed like he was going to work it out with me and when I said you can either refund me or send it back, I got no reply. I asked eBay to step in but they asked me to ship the item back and provide a tracking number by June 4th. I thought this was strange since at this time, the seller had the item. If eBay had actually looked at the situation and messages, they would know this. So then I decided to use the tracking number the seller provided when he first shipped the item since it showed that the item was delivered back to the seller. I input the number and the information came up showing it was sent back but it still said "You will receive your refund as soon as the seller receives the item." even though he has obviously received his item. Now I am here on June 5th, a day after the day I was supposed to have provided the tracking number by, without my money or my item. Someone please direct me in the right direction

You opened the wrong kind of dispute.
If I were you I would open an Item Not Received dispute on Paypal and immediately escalate to a claim.

Dude, you can't really put the blame on the buyer here. The seller screwed up the postage and as the seller he or she should know better.
Most buyers don't know the procedures inside and out so of course when postage is demanded upon delivery they might decide to refuse it.
You want to blame somebody, blame the seller who took a shortcut or tried to cut corners to save a few bucks.

I used a credit card to purchase this item so it does not appear in my Paypal transactions. Can I close the case and reopen it using the correct claim?

Plan A is to call eBay customer support (Google "eBay number" to get the number) to check themselves at the USPS website that the tracking number (don't discuss that it's the original tracking number) has been delivered back to the seller and you want your refund.
Plan B is to chargeback the payment with your credit card issuer to get your refund, again citing the return has been delivered back tracking number, which automatically closes the eBay case.
