I am trying to print USPS shipping label which I usually do. Today it keeps leading me to the page where it says I need to sign up for UPS. What in the heck is going on?

Probably you are being directed to UPS because your most recent listing offered UPS Ground as the only shipping option.
You can print a USPS shipping label at
www.paypal.com/shipnow
But before you change carriers, you should check with the buyer. Some have very strong preferences about carriers. And some must use a different address, such as those who must use a PO Box for USPS deliveries.

You pay the same rate if you buy the label from PayPal—PayPal and eBay both charge the USPS commercial rate, neither have their own discounted rate 🙂

If you offer USPS shipping in your listing, then you'll get USPS options when printing your shipping label, rather than being directed to UPS. The cordless phone that you recently sold offered UPS Ground as the only shipping option. That's why you were directed to UPS.
PayPal postage rates are same as you'd pay on eBay (unless you're a Top Rated Seller; they pay 3% less for Priority Mail).

Go into the sales record for that sale (click on the 4-digit record number) and change the ship method from UPS Ground (or whatever it was set to) to Standard Shipping or one of the USPS options. Then click on Save at the bottom of the screen.
Now when you choose Print Shipping Label for that sale, you'll get the screen you expect.
