Hi Has anyone else had issues posting to Germany. Italy and other EU countries since 1 July? I have had 5 items returned from Germany marked with pink CN15 label as insufficient CN22 customs label and/or CN15(c) as refused at export. Have also had 3 item not received cases from Italy and one item returned from Italy. This can happen with expensive tracked items as well as economy post. I used to use an old style CN22 square label and signed, dated, described contents but did not always put value or weight. Nothing used to be returned until after 1 July postage. Now I am more aware of issues have used a more detailed CN22 from Post Office with weight, value, EBAY IOSS number eg IM2760000742. In theory this could be machine read by Royal Mail to capture the cusoms information but do not know if this will help as only started doing that from mid July. I am not VAT registered so no need to enter that on CN22 and have not applied for EORI number as believe as using EBAY as marketplace I do not need to enter that just EBAY IOSS number. Royal Mail say should I advise Post Office item is ebay item and that post office can enter EBAY IOSS number and other details to their system to pass to customs electronically so it gets through customs but Post Office say and Royal Mail admit that currently no such system exists. As I am an on-line account oba user on Royal Mail have been advised by Royal Mail to use click and drop as an approved shipping solution instead which sends the customs information direct to customs in destination country but speaking to click and drop customer service they have many users filling in ALL CN22 customs data requested but STILL have items returned from Germany especially but also Italy. Until I get a clear message from ebay and Royal Mail I am stopping future sales to Italy and Germany as I am paying for postage for items that do not arrive and having to refund customers for items not received or just try to ship to them again.
Anyone else having these issues, anyone had clear guidance from Royal Mail or found a solution? Thanks!

This is the US board so most aren't familiar with customs info in the UK or Royal Mail.
However, I've seen reports on the ebay Canada boards of buyers in the EU being charged VAT again even though the ebay IOSS number is on the envelope so Canada Post doesn't have its system set up properly yet for the EU VAT.

Your items coming back with a CN15 attached indicates that there was insufficient information shown on CN22 that you attached to your package.
I use Royal mail's click& drop and to date no problems at all as I use eBay's GSP programme to send all overseas items.
I am aware of the fact that there are delays in European customs especially Italy.
If you are not using GSP programme then I would recommend that you start using this as this would avoid lots of issues especially claims for late or non delivery.
Completing CN22 can be challenging especially the part regarding description (Men t shirt is not sufficient) as item description must be as per WTO rules (World trade organisation).
HS code must be correct and these change according to fabric content and gender.
Package weight must be accurate , Must show country of origin/ manufacture on CN22.
I assume your eBay sales are linked/ downloaded directly to your OBA account/ Royal mail's click& drop so value is shown on CN22 from these sales records.
Shipping though GSP means seller is NOT required to complete CN22.
Sending items through Royal mail can and will result in a customs demand being made to buyer to pay VAT and other import charges and this information is not visible/ shown on track& trace website and dishonest buyers can open an INR case and eBay policy is that if there is no movement for 10 days then item is considered lost in transit and buyer receives a refund.
Within a day or two of this refund being issued miraculously item moves and within a few days track& trace website shows item delivered and if seller has made a claim for lost in transit to Royal mail then you receive a letter a few days later denying the claim as item is delivered. Chances of seller getting his money are zero to very slim as in most cases buyer only paid VAT to their customs after they received a refund. This scenario CAN NOT happen with GSP as they will always collect VAT and other import charges from buyer in advance.
