The Postal Service returned an item to the seller b/c the buyer gave an invalid address. The seller paid for the shipping. Now the buyer wants the seller to reship the item to the "correct" address. The buyer acknowledges that they made a mistake on the original shipping address and agrees pay to have the item reshipped to the correct address.
What is the best way to handle this? Does the seller refund the buyer for the order and than have them reorder the item? How does the seller collect for reshipping the item? (As a side note, the buyer is in Puerto Rico).

In the old days, we would send the buyer a PP bill with the shipping, they would pay it and we would re-ship. Today, we would call eBay to make sure this is Ok with them so you have the transaction on file with them.

I simply ask the buyer to send additional shipping to my PayPal account, and reship ...

Last time this happened to me I was advised to refund less the shipping, relist, and have the buyer repurchase making sure to submit the correct address.

Assuming you did this partial refund through PayPal, then you will not be reimbursed for your eBay Final Value Fees.

cancel order? Relist and have the buyer rebuy only AFTER he corrects the address in ebay & paypal? I think that is what I was asked to do when this happened to me...cant' really remember.

Cancel the order and relist it so they can purchase it again with a different address. If you ship it again to an address not on the order, you're not eligible for seller protection. The worst case scenario is if it magically gets "lost" and the buyer files an Item Not Received case, then you don't have proof that it was delivered and you'll lose both your item and your money.
