So the PO "Manager" (not the Postmaster?) says it's because carriers are not doing their job?

Isn't it her job to make sure they are doing their job?

Perhaps......

The lack of scanning/scan updates is a widespread and chronic problem with USPS unfortunately. If you are shipping high value items, it might be worth going to the post office, waiting in line and having them scanned in front of you, AND getting a paper receipt in case there is a problem with the scan system and it doesn't actually show up in there. If an item is unscanned and lost, but you have a receipt, at least you will have proof they accepted the package when you file an insurance claim.

It might be wise to employ a more reliable service provider for expensive items, especially if there are problems obtaining consistent scans.

Postal Service Problems!

While my Twin Cities area has been hit by a large number of USPS issues (late deliveries; NO deliveries; mis-deliveries; no regularly scheduled delivery hours; etc), I have not encountered any shipping problems with deliveries outside of Minnesota.

However, the reality is simple:  those "baby boomers" who have worked for USPS for the last 30 or 40 years are retiring, and there are simply not enough younger individuals to fill in the gaps.  This is happening throughout the United States, and is not simply a USPS problem.

Furthermore, management in many occupations now is DEMANDING that current employees increase their performance levels to compensate for those employees who are retiring -- but without offering overtime or higher wages.  It is not realistic to expect human beings to "work harder -- work faster -- work smarter"  while they are already under significant pressure to accomplish their standard goals within normal time frames.

The metaphor is a pressure cooker -- and we're all just waiting for everything to blow up.

Postal Service Problems!

When the Constitution was ratified in 1789, the Postal Clause in Article I, Section 8 gave Congress the power "To establish Post Offices and post roads."
Doesn't say a darn word about "for profit"!!!
Never did.
They are necessary to the function of the government and it's citizens.
Just like the armed forces who ALSO aren't required to be "for profit"
A certain party hijacked the narrative, and many Boomers went along with it.
All the people delivering the mail in our area are "contractors" who use their own vehicles.
What a pathetic attempt to destroy them.....

It also does not say "for loss" either...and any shortfalls are made up by TAXPAYERS. The USPS is like ALL government agencies....bloated at the middle and top. At some point, we will have to pay the piper for this nonsense. We will not be able to print our way out of this....The day of reckoning is fast approaching.
