Postage label refund

If a BUYER, who hastily requested refund, does NOT use the ebay issued postage label, will my account still be charged ($14.50)?

If the label isn't used, you won't be charged for it.

No, not unless you have already printed the label. eBay nor the buyers prints a label, you buy the label when ready to ship, pulling funds from what the buyer paid. If free shipping, somewhat the same thing, only your sell price included the shipping cost.  In this case, it would be just a full refund per the buyer's request, which can take a few days for the buyer to see it back in the account it was paid from.
