@spig-98, since the package has not been scanned since Feb 18, more than a month ago, I suspect that it has been lost. That is probably why they aren't able to intercept it and return it to you.
Have you filed a lost mail request for it? They normally keep looking for the package for 3 months, unless it is found before that. You can specify in the lost mail request if you want them to return the package to you, or deliver it to the recipient if they find it.

I did a Package Intercept 10 days ago. USPS told me they would NOT take my payment, but would deliver the package to the original address. That was 10 days ago!
It gave EBAY enough time to make the first REFUND to the buyer with money from my Managed Payment account. USPS proposes a delivery date of tomorrow and that will or will not happen. The same buyer bought TWO items for a total of $200 and in days will have my package and both refunds from EBAY and I will be left with the weak option of filing an appeal while I BEG the buyer to send me something back!

There was no sign in the tracking information that USPS has found the package, or that it would be delivered any time soon. As I recall, the last scan on the package was Feb 18, or 31 days ago. It just looks lost. That is probably why they can't intercept it.
File the lost mail request, and hope that they find it and return it to you. If they don't locate the package, you'll be able to claim the insurance. If you bought the label on eBay, it will have at least $50 insurance, so I hope you bought extra insurance.
