Okay so here we go:
I ordered the kid’s mittens on January 29th and was sent a confirmation of my order via email. The seller said that it will be shipped the very next day. Great! (I thought.) Everything seemed normal at first until I looked at the tracking number.
Hmm, never seen one like this before. February 1st rolled around...February 5th...the 7th, which was the expected delivery date and now here we are. The eBay tracking has not budged for this item.
I recently bought something from another seller this Sunday and it has been delivered just today February 12th, with no problem. This seller is from a further away location than the suspected scammer’s location so distance can be ruled out. I have suspected that it may be an out of country seller posing as a US seller and I’ve attempted to search this number with several universal/international tracking search engines— nothing! I think it’s safe to say that this number indeed does not exist.
Even if it is an out of country seller, this is not honest on their part. I was expecting the item to come from Orlando, Florida and not overseas. In that case, I could have bought these mittens for far cheaper if I had order them from China. I have contacted the seller and in summary, they have told me to not worry. Yeah, sure. If nothing shows up within the next week, I’m requesting a refund and progressing from there. It’s just $7 but its the dishonesty that’s a problem for me.

Misrepresenting the item location is a pretty common technique for sellers from China. It is one of the things that gives eBay a bad reputation. Lots of problems.
The best you can do is to (a) file an Item Not Received claim to get your money back, (b) leave negative feedback stating that the buyer is shipping from overseas rather than the USA, and (c) go to the listing and report the listing for item misrepresentation.

That seller is registered in China. Many of his current listings show a location of either China or Hong Kong. I would guess your mittens are coming from China. That would account for the odd tracking number.
Your mittens might be delayed because of the corona virus as a lot of flights into and out of China have been canceled.
I would go ahead and open an INR claim right now.
