How do I contact someone at Ebay to let them know how a seller kept giving me the runaround and not following through with his delivery. I did get the a refund so that isn't the problem. He took the order and the money and then it never reached the shipment stage. I emailed him after a few days saying that you are not going to make the latest delivery date and never heard from him until I sent a stronger worded email. He then said is is being shipped but the the it will come a few days later. Then shipped to the wrong address, etc. etc. He gave me a bunch of other excuses that were exactly the same as others who were complaining about him. I got suspicious and looked for negative reviews. He pulled the same routine on them. Thanks for any help.

There are several lessons to be learned here.
One is to read the seller's FB received before purchasing.
The other is to read the Money Back Guarantee. There you will see that a buyer can open an item not received case once his purchase is more than a day or two late in arriving and has 30 days to do so with eBay. There is actually no need to CONTACT eBay. This is set up to proceed automatically once a case is opened.
Yet the only negative FB you've left is over 6 months old and, if I am interpreting it correctly, it looks like it should not have been a negative.

Did you check the feedback profile page of the seller? They may have a fair number of feedback and a 100% rating, but it could all be for buying not selling before or in over a year. That is only one reason to check each seller's feedback profile page Before buying from them.
eBay places a 21 to 30 day hold on new or returning sellers first few payments, and many of those sellers do not know that. On their accounts the payment status is marked as Pending, so they will not ship thinking the payment has not cleared. Some may consider questions about when they will ship to be attempts to scam them, so they will not reply, or reply with excuses. They often end up with negative feedback because of that. Many do not last long on ebay.

I did get the a refund so that isn't the problem.
The refund means you've been made whole... it's the eBay buyer's 'Ultimate'. Were I you, I'd quit contacting the seller.
