I have a friend who bought a refurbished iPhone 7 from a seller on eBay in March of this year. The phone was working fine for the first few months and now the phone doesn't charge or take pictures. Is the phone still covered by the eBay Money Back Guarantee policy? My friend contacted the seller but he has not responded. What should be the next step?

No, it's no longer covered by ebay or paypal. One of the risks in buying used is that there is no guarantee on how long it will work.

eBay warranty does NOT cover your case. However, a refurbished shouldn't go out after 5 months.
I have seen refurbished items with 6 months warranty. I suggest your friend reach out to the seller first. Depending on how the phone was list, the item might still have seller's coverage.

After 10 months there is no buyer protection from eBay or a PayPal or a credit card company.
If the seller stated they offered warranty coverage for a period of time or they bought warranty insurance they may have recourse. But your friend has to prove it with hard evidence.
Is it possible that battery or charger is no longer working or your friend dropped it without a a protective case. Those cases are a good thing. I once left my new, less than a month old, LG phone w/ protective case on the roof of my car and at about 35 mph it slid off, hit the pavement parts flew everywhere and a pick-up truck ran over the battery. Stopped picked up all the pieces, reassembled it and it worked just fine for over the next 3 years. Yes I had cracked screen but I put a glass screen protector over it. Yes I cussed a lot as soon as I realized what I dumb thing I did. Warranty does not cover customer abuse.

March until December is 9 or 10 months depending on when the OPs friend received it in March.
Refurbished does not mean rebuilt and does not imply there is any warranty (full or limited) coverage unless clearly stated in writing by the seller. Refurbished means restore to full functionality by replacing any parts with new or used parts as needed. Apparently this phone did work fine for 9 or 10 months.
