Paypal having issues? Can't refund...

I am trying to do a refund to a buyer. At Paypal, after going to the transaction and doing the amount and note to buyer, I hit the continue button but get nothing but a white screen that is blank with a # sign in the top left. 

I tried several times this morning, going to Paypal from the Ebay transaction, and by logging into Paypal and finding the item.. Both get the same screen. Is Paypal having issues, or is it just me? Thanks!

If you are trying to do a full refund, I would guess a glitch.

If you are doing a partial refund and the seller paid with a coupon or eBay bucks, partial refunds aren't supported.

Yes, it is a full refund. I will try again later, seems like there are more and more glitches around here!!
