This seems to be something new over the past 30 days and it is the 2nd time this has happened to me.
The merchant accepted my return and proceeds to issue a refund thru PayPal. Problem is PayPal will not process the refund and displays the "technical difficulties" message. Merchant continued to try for a couple days, message continues however, PayPal is and has been up and running, processing payments and refunds to customers who have a PayPal account.
The merchant processes payments thru PayPal and accepts both Paypal and Credit Card payments. I do not have a PayPal account nor do I want one.
The 1st time this happened, I first verified with my credit card company that there were no issues on their end. Then I called PayPal. The rep asked for the transaction details, verified my name etc including last 4 digits of my card. No problem, he found the transaction. First the rep said that PayPal is not experiencing any technical difficulties nor have they had any. He further said the merchant should not have a problem issuing a refund.
Ok, then why can't the merchant issue a refund for my return that was happily accepted? The rep responded that the merchant has to call to issue the refund because I do not have a PayPal account.
I did ask the merchant to call, he did and PayPal processed the refund over the phone. The refund has processed and now shows on my credit card.
Yesterday another merchant was happy to issue a refund for an item that arrived missing an important piece. Once again, PayPal experiences technical difficulties issuing a refund.
The merchant messaged me about it. I responded asking the merchant to please call PayPal. I explained that it appears PayPal allows merchant to issue refunds to PayPal accounts, however, refunds to a non PayPal customer PayPal will only process via the phone. As I do not have a PayPal account, PayPal has technical dificulties.
Wating to hear back from the merchant. This is ridiculous on PayPals part! A merchant should not be required to spend all that time on the phone! This should not be an issue. If PayPal can process payments from customers without a PayPal account by accepting their credit card, then they can process a refund the same way. This is a transaction less than 60 days, it is a transaction less than a week!
My issue is with PayPal, not the merchant. The merchant (both of them) has been great.
Anyone else without a PayPal account have this issue starting in July of this year?
