Hi, i have a problem with one order from 9 octomber 2018, order have to come by friday 9 november 2018, i send to him text about item not received, seller ask me wait one week, then wait one more week, then again and again wait, i open first time a case, seller ask me to close case and he send to me my order again, second order he ask me that was send to me 13-15 november and must come in 15-25 days, now i didn't got any parcel and seller ask me again to wait, what i can do ? i want an refund now because it's ridiculous wait 70 days 1 parcel

You are being played with a common tactic by bad sellers ... they just try to keep stringing you along until you pass deadlines for getting a refund. Just stop the communications with the seller, because they are not going to help you.
You are now past your ability to file an eBay claim for Item Not Received, but the good news is that PayPal gives you 180 days to file a claim. Go to PayPal, and file a claim for Item Not Received. Do that now.

Simple solution: Don't believe them when they tell you it's on the way. Don't ever let a seller string you past the 30 days to file with Ebay.
And most important:
QUIT BUYING FROM CHINA!
