Parcel Select not an option for package?

Starting today  I can't list an item with Parcel Select as an option when creating a listing . Everything about the listing seems correct but this. I have not followed the various problems people have been reporting with Parcel Select, but I need to know if Parcel is indeed no longer an option or if this is a glitch.

...and USPS ground is not available either in the dropdown.
