Unfortunately for you there is nothing the seller can do about your package being stuck in customs. If the seller is using eBay's GSP they are only responsible for the package arriving in Kentucky. After that it is handled by eBay and out of the seller's hands.
Yes Covid 19 has impacted shipping in various ways. There are many countries where packages aren't being shipped to during this time. Most likely your package will clear shortly, just be patient. Really not much else you can do at the moment. Best of luck to you....
