Okay so here we go. I sent a package that a buyer purchased. I always weigh my packages before I send it out and always make sure it is correct. The buyer recieved the package, but is saying when he picked it up he was charged an extra fee. Who do I contact to find out why he was charged and if there is anyway he could get that refund?

What was the fee called by the post office? Don't immediately believe him if he says "postage due".
Was this an international shipment? If so then the "extra fees" were custom or import taxes beyond your control. No refund is due.
If you do not already have it all of your listings should have a squib that international orders may be subject to additional import fees separate from the shipping.
If it was a domestic shipment that sounds odd. The post office has this new system that they will back charge you if you under pay the postage. In other words, there should be no more "postage due" if you buy your postage on line.

Where did it ship from and to?
What method and service did you use?
Online postage or over the counter?
What did you pay for shipping?
And how much is the buyer claiming is due?
