Ordered a new Lego set from a seller with 100% rating on 10-1-22, the next day I get a message from Walmart that they I have a package coming. The package arrives and it's the lego set I ordered from eBay. I look it over an it looks sealed and new but I decided to open it up and check to make sure it's all there. Well turns out it opens not like a normal Lego box (I've opened a lot of legos). It's missing all the Minifigures and it is also missing bag #2. The product description said it would come complete. What's weird also is the shipping info has only gone to paid. It never said shipped, no tracking number. So I messaged the seller at said the product was not as described. But no word yet from them. How do I get my money back?

Like any other eBay purchase. You click the return this item button and choose not as described. How the seller delivered it or where it came from does not matter to the eBay money back policy.

As a guy who has bought a lot of Lego, people do steal minifigs from new boxes. Like from walmart, target, toys r us. It was and is a big problem.

That's quite interesting. Just taking it out of the boxes while it's in stock in the WM and Target stores? Wow. Somehow I should not be surprised.
A guy I know owns a number of storage unit buildings. He told me he's found people had gone in during the day and stashed stuff in an empty unit then put their own lock on it without his knowing about it. In one case he said someone filled a 10 x 20 from front to back and packed it to the ceiling with all kinds of furniture and junk. It turned out to be a real nightmare to get it removed legally. No limit to what people will pull I guess.

You have 30 days to open an item not as described case with eBay.
You also need to read eBay's Money Back Guarantee for buyers so that you'll know exactly what to do if/when this should happen again.

That jerk shared your information with a third party. They told you they had the item, that was a lie. You gave them your information so you could get the item and for no other reason. They gave your information to a third party which you didn’t know about or authorize. Definitely return it and make them eat it. They only made $3 on it so that will be a huge setback. Report them and hopefully ebay can set them back all the way. dropshipping is against policy and for good reason. I wish ebay would boot them all.
Dropshipping from a supplier is not against policy. If this person had a relationship with Lego for Lego to send the item it wouldn’t be against policy. Should be, because its still lying, but its not. Dropshipping from Wal-Mart or Amazon or any place where the buyer could just go buy it themselves is not allowed.

Report the seller for dropshipping from Walmart.
https://www.ebay.com/help/action?topicid=4022
Go to your purchase history and click return item and select, the item doesn't match the description as the reason.
The seller will have 3 days to accept the return and pay return shipping or refund without returning.
If they don't, return to the case on day 4 and ask Ebay to step in.

The seller you ordered the product likely from bought it after the sale. They did not buy it from Walmart. They bought it from Walmart dot com which allows anyone to sell and resell items, like eBay. Look under your purchase history and start a return, reason significantly not as described. Any other reason will have you pay return shipping. They could not add the tracking number because it had already been 'used' when shipped from the Walmart site.

Seller was great, refunded the amount. I think it was a Walmart return that got shipped to me. It's sad people are buying from Walmart, opening and then stealing parts, sealing stuff up and then returning the set to the store, where someone else gets a incomplete set. All worked out thanks for the help!

That is why you see so many products sealed up in a plastic package you have to tear or cut to open.
