I placed an order and paid for an item on April 17th; I've contacted the seller on several occasions asking as to if it had been shipped or not, and have gotten no response. The "Item has shipped/not shipped" icon to the right of the item description under my Purchase History is still greyed out. I'd like ebay to intervene and try to get an answer, but all I get for a response is "Your item is on its way, it looks like the item is on its way and should arrive by May 02, 2019. If you don't receive it by then, please contact the seller or come back to us so we can help you."
The seller has provided no tracking number or any shipping information whatsoever, so how can ebay tell me my item is "on its way"?
I can't see any reason why the seller could not at a minimum provide a tracking number, seeing as how the USPS will automatically give you one with a receipt when you drop an item off to be sent out. And I also thought that under ebay shipping policies you have to either print off a shipping label with a tracking number or manually enter one when mailing the item out.
This lack of communication on the seller's part is not inspiring confidence in me.

OK, just finished.
As others indicated, you were lucky it turned out as it did. In the future if this occurs you do have other recourses. As someone else mentioned, you could have filed an INR through eBay one day after the last delivery date.
You could have immediately filed an INR through PayPal.
Once the item arrived (if ever), you could have filed a INAD (item not as described) if the item was supposed to have been shipped from inside the US and actually was shipped from outside the US. The seller would have the choice of refunding you without a return or providing you with a shipping label with which to return the item.

April 17 to May 2 is a long shipping delay ... and it indicates that the seller is not set up for quick delivery.
Bottom line is that the May 2nd date is really all that matters here. If the item arrives before May 2nd, then that's exactly what was promised/expected. If the item has not arrived before May 2nd, then file an "Item Not Received" claim.

Well, I initiated a "return" and explained exactly why I was displeased with the seller, and he issued a refund.
That leads me to believe that he hadn't actually shipped the item. Anyhow, I found another item just like it from another seller and ordered one. We'll see how that one goes.

@gunnerk19 You got lucky. A dishonest seller can demand you return the item (that you didn't receive) before refunding.
The correct procedure is to open an Item Not Received Claim (INR) 1 day after the expected delivery date.

Your seller is in China in spite of any information on the seller account or item location.

Curious.... did you look at the estimated delivery date before buying?
If it was more than 10 business days, you can bet it's not in the seller's possession, possibly not even in the seller's "country".
There's a lot of information on a listing to help you make an informed buying decision. Long ship dates are usually (not always) a red flag.
Making informed buying decisions, and knowing your protections, reduces this kind of stress associated with a purchase.

NO!!
If it was shipped from China and was advertised as being in the USA, it is an INAD... Doesn't matter if it arrived the next day. Not as promised, not as expected.
