How do you opt out of this rediculous program. I never opted in but when someone wants a return ebay seems to automatically accept it and issue a label.

You have actually opted yourself in.
As soon as you opted out of returns, you set yourself up as a Scammer's magnet. Any SNAD filed against you is an automatic paid return, in this case there is no need to contact you, other than to notify you that you have accepted a return. Heavy high priced items and ' No returns accepted, ' is not a good combination.

If you don't offer returns I don't see how you could be in any streamlined returns program but it would be set up under account -- site preferences -- return preferences.
eBay does NOT assume that you are willing to refund without a return, the other poster is incorrect. However, you may still receive a request to return with the reason that the item is not as described. If you don't reply that they should return for a refund or try to work things out, the buyer may ask ebay to step in which is when they will issue a return label and authorize the return. At this point, you would receive an unresolved claim defect so you really should be handling these claims before eBay is asked to step in.
