I purchased a large lot of items. The description stated it would come in multiple boxes(2-3). The seller entered one tracking number but usps never received the package. A few days later, the seller entered another tracking number(2days before the expected delivery date-even without covid, it would not have made it to me on time) and usps picked that package up and delivered it- 20 days after the purchase. When i asked about the other package not showing shipped, the seller said she had underweight it and had to purchase a new number and that she had just put it all into one big box. I was OK with that until I opened the package. At least 40-50% of the items were missing. I messaged again and asked if another package was coming and got no response. I then opened an item not received claim for the package I never got and also listed all the items I did not receive. Seller claims they forgot to put ONE of the over 40 missing items into the package and that everything else was included. They said that the items went straight from the table(as pictured) to the box, but also stated in the message about the package not being shipped that they had separated and combined items before putting them in the box. Seller offered a refund for return...but since they are claiming only one thing is missing i am worried that if I return the package they will not refund me and will claim that I took items. What should I do? I've never had this happen before... If I don't accept her offer to return the item and I wait for ebay to step in what will happen? Am I handling this properly?

When you say this was a large LOT... if it was ALL one listing then you file not as described case. If it was more than one listing that the seller combined shipping on then you have to file cases for each listing.
File a not as described refund request. Doesn't match pictures or description. Seller pays return shipping and will be required to refund you 100%
You will need to close the not received request before you file the not as described request. Go to the case details to close it. Ebay DOES allow not as described cases to be filed after you file a not received case on the same item.
File the request here: https://resolutioncenter.ebay.com/
4 business days after filing the return request if the seller has not provided a return shipping label OR sent the funds to your paypal account to pay return shipping if they are in another country then ask ebay to step in and help: https://www.ebay.com/help/buying/returns-refunds/ask-ebay-to-step-in?id=4701
2 business days after tracking shows delivery back to the seller the eBay system will automatically refund you if the seller has not already done so.
If you have to purchase a label at the post office with the funds that the seller provided be sure to upload the tracking number into the case. The tracking number is your proof of delivery.
Returns to China or other countries that do not have 1st class delivery confirmation MUST be shipped Priority Mail.

yes it was one listing. Now the seller is offering a partial refund(not worth what is missing) about 28.5% of what I paid.. or to ship some other random items.. I honestly just want what I paid for. Should I do the return( and will I for sure be 100% refunded) or what should I do? I am really worried that if i do the return that they will try to say I didn't return everything(because I wasn't shipped everything) and fight the refund somehow. Also, why are two separate tracking numbers listed and still showing on USPS if only one box was to be sent- despite the listing stating it was so much that it would be shipped in 2-3 boxes. Should i still just close it and turn it to an item not as described claim-they have stated that they did not ship one of the many items.. Do I notify the seller that I am doing this?

@rebemick - No you must begin a return case for item not as described. Just write that half the items were missing from the pictured items you purchased. You will then receive a return label to ship the items back. Do so and you will automatically be refunded 100%. This platform offers a MBG for every item you purchase. This seller is incorrect and sounds fishy but they cannot win a INAD return case.
You only get one opportunity to open a return so please be careful and select correctly. The seller will most likely claim you didn't return all items but they will lose. You have a MBG by eBay. Seller cannot prove that you didn't return all items, it's a he said/she said. They will lose and you will be refunded.
Do not message the seller again. Do not get into any back and forth. All of your messages can be read by eBay so best to stop all communication from this point. You already reached out as you should have. You are in the right here, you will be fine. Best of luck to you....

I already have a package not delivered opened. If i close that one, can I still open an item not as described?
