One item paid, no label yet, he wants to buy another and combine. How do I?

He has not ordered the second one yet. What do I tell him to do. Can't find this specific answer. Only those where already ordered and paid for both?

I believe if he orders the 2nd item (with the same account) you can still combine them in your shipping labels screen regardless of when they were bought
(if you have the proper combined payments preferences setup)
note: I may be mistaken, but I seem to recall doing this on multiple occasions when a buyer had an order made on Friday evening, then ordered something on Sunday...I was still able to combine them

Have you agreed to a cheaper price on shipping if they buy more? If you haven't you don't have to.
If he wanted a combined shipping discount he shouldn't have paid until you sent an invoice with the new shipping charge.
You can adjust the shipping cost on the item he hasn't paid for and send a new invoice. You can ship them together either way.
