Not returned and refunded as saying

The seller was nice and patient to work with me through the process. But somehow my return package was sent back again with a note Postage Due without any price. Of course that was free shipping and probably returning either but I didn't mind to pay for the return fee; the problem is there was no price. When I noticed the seller, they said they would schedule another pickup on the following day. I left the package at the front door again and the messenger  didn't pick up although they came to deliver mails. I texted to the seller and received a message "The return is now completed. You got a refund." They said the refund should be in my PayPal account and also provided the PayPal transaction ID. But when I checked my PayPal account and asked PayPal agent, both said there was no transaction. I got unknown $9.99 reversal in my bank account through Amazon Marketplace not from PayPal; however, I thought that was the 'refund'. But I paid $26.54 for the item. What am I supposed to do? The seller seems unwilling to reply me anymore.

If you paid with a debit card then the refund goes back to your bank account and can take 3-4 days after it’s issued, to show up.

It appears your seller bypassed the return system by sending you a return label through an image. While this is allowed, the seller never "accepted" the return (inside the Resolution Center) and thus leaves the buyer without a way to resolve the case.

What to do:

1. You should call Ebay Customer Service and briefly explain that the seller never accepted your return, hopefully the CS agent will "accept" the return for the seller... You may have to call more than once, I would suggest keeping things simple (no long explanations, I wouldn't even bother to tell them anything except "the seller has not accepted the return")

2. Once the CS agent "accepts" the return ebay should issue you a return label (from within the Resolution Center), you will see this return label is much more straight-forward and printer friendly than the imaged one.

3. You may have to print this label and send out the return, not sure if I can elaborate here however once tracking shows "delivered" you can then ask ebay to step in BUT!!!

The seller may again "refuse" the return (you can see this in the tracking updates), in which case you may have to call CS again and they WILL issue a refund IF the tracking on the ebay-issued label shows "delivered" (or something to the effect at the destination address).

Good luck

Other notes:

The seller will get at least one NASTY defect out of this.

Side-note: I am not sure if sellers using this method are "gaming the system" as seller return instructions DO describe this as being an acceptable (albeit alternate) method of issuing a return label, however the outcome of each of these cases sure leads me to believe these sellers don't seem to care much about whether buyers get a refund or not...
