Non-EU item - preliminary import check from Germany web site.

I shipped an item to Germany with USPS registered mail on sept. 19th. 2022, on sept. 29 it was in customs, for three weeks was there, then I started to check and all I get every day is this: 

02 Nov 202204:51 Non-EU item - preliminary import check

When I check the meaning it reads:  

• — The shipment is in the process of customs clearance for import into the destination country/region
• — An additional inspection of the shipment is taking place in the country of origin
• — The item was handed over to customs in the country of destination

Problem is the buyer open a case and now Ebay froze my money, and when I contact the buyer (he lives in Germany) and ask him to call the post office he just does not want to.

What Do I do?

IMMEDIATELY go to the case and insert the tracking number along with the information that the package is at customs and the buyer has not responded to the custom request and has said he does not want to. Their failure to complete their end of the delivery, and/or their failure to pay an import or customs taxes, is sufficient to protect you against an eBay charge back.
