New shipping discounts from eBay?

Hey- The last time I printed shipping labels 2 days ago for some various weights of first class and Priority, the shipping through eBay seemed different. It looked different on the page and it seemed like they were charging me one rate for First Class packages no matter if 5 ounces or 9 ounces. Prior to this, the first class rate has gone from 2.60 on the lower weights up to $4.00 or more on weights up the scale to 16 oz. It also seemed like the Priority was one rate $6-something even though the weight should have made it more. (it was in a tyvek envelope calculated by weight, I thought, not a flat rate item). What is up with this?

USPS rates have not changed since last January.  

Current online prices for First Class packages range from $2.66 (for up to 4 ounces) and then increases for each additional ounce, up to $4.94 for 15.99 ounces.  

Priority Mail is not one rate for anything except the flat rate boxes and envelopes.   The Tyvek Priority Mail envelope has rates based on weight and distance.
