Hello,
I purchased an item (and payed for it) on Jun 25th. I received a confirmation email from eBay with the estimated delivery dates: Thu, July 5th - Tue, July 31st. I never received the “item shipped” message. Since it happens sometimes, I did not pay much attention to it at first.
Three weeks in and I became a little suspicious, but I waited patiently until Tuesday, July 31st. When I finally wanted to report that I never received the item, I could not do it because estimated delivery dates in my Purchase History changed to July 25th, 2018 - Aug 20th, 2018 and the date of payment changed to July 15th (how is that even possible???). Now I can’t ask eBay to step in before the August 20th.
Has something similar ever happened to anyone and how can I resolve something like this?

I have a similar problem. And I can only wait...
Difference is that I received the package, inside was not even close to the thing I've bought. The tracking is not updated, still show it's on its way. Can't do anything until September 7.
After I've received my package he closed all of his sales, made the feedback private (had only one questionable negative before buy, after that got a lot complaining the same).
Summary
Arrived package

That is odd. Normally I would suggest that you are looking at a delivery date that would be valid if you made the purchase today but that isn't what it looks like in your screenshot. If you click on the arrow by more details are you still not able to open a claim? Have you contacted the seller?
It looks like you made the purchase on the US site which only has phone customer service. Since the item was listed on the UK site, you might want to sign in there and try to access their customer service through 'chat'.

Your situation is different. You've already received your package so you don't need to file an item not received claim. You should be able to open a return request now using the reason that the item was not as described. If the seller approves the return they will need to pay for return shipping. Because they are in China they can't send you a USPS label so they will need to send you the money through Paypal. Check to see what it will cost you to send back using Priority International (it is the cheapest service with tracking to China) and let the seller know how much it will cost. Hopefully they will just refund you. If they don't refund and don't send the money to you to pay for return shipping, I think that you will then have to contact ebay. Do not pay for shipping yourself and do not send using first class interational.

Bummer.
The seller has only one sale in the last 12 months and a negative feedback on that for not delivering and not communicating, putting them at 0%! Sounds like a repeat.
I hope someone with experience on this can offer you a resolution.
