Ebay notes new rates 1 oz $.74.  Should be $.78.  Also listed 2 oz 1.03 should be $1.07.  3 oz $1.32 should be $1.36.

perhaps they  are referring to the "rates" for ESE

  buyselljack2016  is correct.  The lower rate is eBay ESE rates.  The higher rate is USPS retail rates.
