So this morning, a buyer bought an item from me but there's some issues.
1. The person is from out of state.
2. The address that was provided is in very bad gibberish.
I tried contacting the buyer, but they bought it in the middle of the night and haven't got any responses yet.

All you can do is wait for the buyer to respond or cancel.

You may be able to cancel due to problems with buyer's address.

Many new people are confused and see free and don't read it through. Obviously you have contacted them. Resend your message. Give them 24 hours to respond. If they respond and want the item, you will have to cancel the first auction, relist and make sure they buy it with shipping. If no response cancel the sale. If you have not done that before contact e bay and they can walk you through. Your fees will be waved.

I would message the buyer and let them know their error before I cancel so they are not surprised.
Just go to the resolution center at the bottom of the page and select cancel sale> problem with buyers address.
This refunds your ebay fees and the buyer. It doesn't count against you.
Then you can relist and the buyer can buy it again with shipping this time if they want it. I would suggest only using local pick up as an option on items that are too large or too fragile to ship.
