I want to know if Paypal will be using the same discounts as eBay for shipping. They have always done it in the past. Can't find any info on the Paypal site about the new January 21, 2018 USPS rates.

The both always use the Commercial Base rates (except ebay TRS pay Commercial Plus for Priority Mail), and I haven't seen any indication that is going to change.

Does Paypal now offer regional rate shipping and padded envelopes? They used to have a limited offering which missed some of the best alternatives.

PayPal will do labels for the padded FRE's but still no Regional boxes. You can print Regional labels at Click N Ship which charges the commercial rate without the retail surcharge.

I think the RRA box is one of the best deals going. Sellers should look into it to save money over other boxes that are more easily available. At least 50% of my orders go in an RRA box.

Since I am located in California, I find the RRA box fantastic to use for any package weighing more than 2 pounds. It's unfortunate that Paypal doesn't offer this size, since I need to use it when I send items to my daughter/grandsons in Chicago.

I use the RRA on any item over a pound that won't fit in a flat rate envelope. Once you're over a pound it goes to the 2 pound rate anyway.

USPS Click N Ship is less convenient than PayPal, but it does offer labels for the Regional boxes, at the online rates.

I was at USPS web site today and was hunting for the Regional boxes and couldn't find them Can you help me out?

You have to use a Regional rate box - there are two style for each - end opening and top opening.
You will find the regional rate boxes on USPS.com website under shipping supplies. Looks like USPS reformated the site and you now have to go to go from page to page to find what you are looking for - guess USPS got tired of looking at their own navel again.
