Hello Ebay Peeps!
I've been selling auto-parts on Ebay since the last 4-5 years.
I sold an item to a gentleman in the US, which was delivered 43 days ago.
The buyer wasn't happy with the item, and gave me negative feedback (without informing me). When contacted, he said his brother carried it from the US to his home country in South America. And when he received it, it had certain defects. I can't seem to trust someone on that after 43 days of the delivery date.
Now he wants me to send him a new part, or refund him. I have sent similar parts to the US and the rest of the world and have never had this issue before.
Can he open a return request? Or is he way past the return time-limit.
I think he gave me negative feedback because Ebay didn't allow him to raise a return request. I requested Ebay to remove the negative feedback, but they say they see no reason.
I can ignore his messages, but the negative feedback will stay there.
What should I do?
I could offer a partial request for him to cover any potential repairs, but what guarantee is that he will remove the negative feedback?

Buyer can open case with Paypal (for 180 days) but will have to send the item back and show tracking that it did in fact deliver back to you. Ebay does 30 days, so he's past that. I would just tell him "ebay gives 30 days, after that there's nothing that I can do".. and then do nothing more.

stand your ground! 43 days is way too long!
it was delivered and then supposedly transported out of country. Not your issue!
Just respond to the feedback and block them.

He gives you a negative and now wants a new part. Nope! Negatives mean little these days. I've seen buyers leave negs for an item showing up 3 days late. Plus it's a one way street.

I wouldn't give him anything. When buyers use reshippers, it voids their buyer protection. I don't see how there's any significant difference between using a reshipper, and having a family member transport an item to a country you didn't ship to. The buyer isn't the person who received the package, so he really doesn't know the actual condition it was received in. Anything could have happened between it arriving at the destination you shipped it to, and the location in South America where it arrived 43 days later. eBay reps are not going to look for a reason to remove feedback. You have to know the reason and communicate it to them. I would try calling again and say a third party transporting the item to another country is equivalent to using a reshipper, which would void his buyer protection. And, indicate that HE is not the person who initially received the item, so he doesn't actually know if the current condition is the same as it was when first received. Also, point out the approximate distance it has travelled from where you shipped it to. after all that, as a last resort, you could then ask if they could remove it as a courtesy since there certainly are some unusual circumstances. I've had several negatives removed over the years, and once successfully got one removed as a courtesy by a rep who really didn't want to remove it. I think he just wanted to get me off his phone, and there certainly were some unusual circumstances. Most important is to remain calm and respectful, even if you aren't getting the answers you want to hear. Otherwise, you will never win them over.

Far as I'm concerned, A Negative means the transaction is over. He's fishing.
I'd ignore him, wouldn't respond at all. He's not going to return the part from South America.

I completely agree. If someone leaves me a negative, I rarely ever waste my time contacting them, but I will try getting eBay to remove it if it appears they violated some rule.

You might try calling ebay again. A different CS person might be willing to look at the notes and messages, see that the item was delivered to the US and transferred outside the country, thus voiding buyer protection. On that basis, ebay might remove the neg if the right CS person listens to you.
Aside from trying to get ebay to remove the feedback, ignore (and block) the buyer.
