USPS Took a month so I gave him his money back he received it 2 days later never sent the me the money as he promised. This is the second time this has happened to me in less than a year I have now lost $500.00. One thing eBay could do is give them a few days to pay and if they don't shut down there account!

Not sure of the background so I'll make a few suggestions and hope they aren't 'old hat' to you?
When a package gets suck, often starting the missing mail process gets them moving.
On expensive items once you are forced to refund, while something is in transit, one can file a Package Intercept and hopefully get the item returned. Cost is $14.65 and yeah that increases the cost, but at least one isn't giving away a high priced item
So hope some of that is useful and a 'fix' for what happened going forward. But yeah, getting funds from a seller is a problem and once eBay gives refund you are at the mercy of the buyer's conscience!
Hope future sales are better!

And make sure you have tracking ;and the numbe is posted. That could stop half of your not received cases.

@midohioantiques I am still sending out a message to every Buyer about deliveries, here it is:
" Dear ________,
First and foremost, Thank You for the purchase, it has been shipped! Next, please disregard eBay’s estimated delivery date, it is NOT realistic. eBay is NOT staying current with USPS deliveries in these unprecedented times. Normally, I don’t send messages but with the current shipping situation I am taking the time to do so and it’s definitely NOT the kind of message I like to send. Please expect delays on the delivery of the package and if at any time you have questions or concerns PLEASE do not hesitate to message me.

I get thank yous in a lot of cases and many advise me they are aware of delays.
If Buyer files an Item not received claim I file a "Missing mail" claim with USPS and upload tracking. Then on the last day of the claim if the package has not been delivered I call eBay and ask for the 10 day Extension they promised in their Dec 8, 2021 Announcement (Seller News tab at the top of this page then Announcements).
Thus far we have won 3 INR claims, packages were delivered within the claim period with extension. 1 Claim I lost because the carrier NEVER showed the package was received by them even though I had a paper receipt from the post office. Then the package was finally delivered and the entire tracking history was uploaded to the Sold file ... definitely a glitch somewhere in the system.

Yes, you said a number of the same things in your post ... I too have used the Missing mail claim that seemed to get packages moving ... and I like the idea of the Package Intercept for high value items ... worth the money paid to try and get the package returned ...
