Hello everyone - I bought something from a Russian seller, who sent it by registered package to me 2 months ago. Since its last update was around 40 days ago, I asked the seller for refund. The refund part was quite smooth, but he was asking me to refuse the package if it arrives - I explained to him that in my apartment registered mail is delivered directly to the lobby with people at the lobby signing for it (i.e., I do not get the chance to refuse or accept it with my signature). Therefore, I asked if I could resend it to him by USPS without opening the original package after the tracking shows "delivered" - which in fact means "delivered to the lobby". Or - I can also repay him and accept the package. He does not accept either solution and keep asking me to refuse the package at the moment when it is being delivered (i.e., the tracking must not show "delivered"). I just wonder if there is any way to solve this?

You can resolve it by finding out why your Russian seller is so adamant about you not accepting the package on arrival. After all, you are more than willing to send him a refund for the item, should it arrive. Could it be because the item in the package is "Not as Described".
Do you think he is a scammer?

Hi! Thanks for the response! I actually purchased something else from him a while ago - which was okay I guess. I am just a bit puzzled why he does not allow me to return the envelope in a separate USPS registered letter even after I promised him that I would not open the original package.
