Need help with a return

Ok so I sold a pair of shoes to somone on eBay and when he got them he started saying there was missing insoles who he shoe laces and that they were repainted so he asked for a partial refund so I agreed  we had a long 4 hour back to back on how much partial and we agreed on 5$ so try to partial refund on eBay and it dosent work so he just puts the whole item as start a return and that dosent work I still can’t give a partial do I say I’ll just cash app you it and I did after that I tell him to close the request and he ghosted me and now I’m negative on PayPal and I’m pretty sure he just took my shoes and got them for free I need help and I keep reaching out to eBay for help and I get no response please help!!!!!

Let the buyer know that you would like to proceed with the partial refund. If he should decide to keep the money and shoes, you will have no other choice but to file mail theft with the USPS Inspection Service which is considered a felony.  Also you will have to file with your PD and their PD's a property theft report. This usually shakes them lose. If not, then file.
