TL;DR:
-Sold item, shipped it out using FedEx Ground label printed here on eBay using eBay's account (this is the mistake you need to learn from)
-FedEx Ground lost item after it arrived at the station 14 miles from the buyer's house
-I initiated a shipment trace with FedEx Ground
-Buyer angry because there was a "guaranteed" delivery date listed, filed item not received, refund forced by eBay
-FedEx Ground found the item approximately 3 weeks later.
-Now, the shipment is being returned to shipper, here is the problem: it is being returned to the FedEx account holder, which is eBay in Sierra City, CA because eBay is the FedEx account holder. I am unable to redirect it to my address, because I am not the FedEx account holder. I need somebody from eBay to contact FedEx and authorize the shipment to be redirected to my address.
I have spoken with eBay CS on the phone. the representative understood the situation and sent an email to a manager who is able to access the FedEx account. I breathed a sigh of relief, but unfortunately I received a generic message a few hours later basically saying "oh if it's undeliverable to the buyer, they'll return it to you" - clearly, this manager didn't get the full story.
I am out of options and frustrated. What can I do? Higher priced item and it's scheduled to be delivered to eBay in CA on Friday. Any help appreciated. Thank you.
(learn from my mistake: open your own account with UPS and FedEx, and you will have full control over the shipment.)

Did you ever call Fedex directly? Your post mentions calling ebay but no mention of contacting FEDEX. Even though you purchased the label through ebay, it is still very much a Fedex issue.
Call fedex and demand to get clear answers.

Yes, I have spoken with FedEx directly and the CSR confirmed that the Sierra City, CA address is indeed eBay's facility, and he stated that I can not change anything as I am not the account owner.

Hmm. Now this is an interesting problem.
I have no idea what to say to you.
It does sound like a VERY good reason not to use eBay shipping.
