I'm trying to track this package, and the last actual scan is January 30 with USPS (departing Jamaica NY).

When I go to track Deutsche Post, it says "non EU Item preliminary import check". What does that mean? Does that mean German customs has it? The package has been MIA for almost 2 months and I'm going to have to refund in about a week if it doesn't start tracking again soon. (Assuming it hasn't already arrived, the customer hasn't responded, I expect he'll respond on April 2 to say he doesn't have it if it hasn't arrived).
It's worth $39, so I'd prefer not to refund if it's not necessary... however the cost of this $39 out of pocket to me is less than the $14 I paid to ship it to Germany.

This means origin is outside of Europe and requires a customs declaration and clearance and does not necessarily means item has reached German customs.
I would bet that your item has not reached Germany and was missorted and ended up somewhere else in the world and this becomes a nightmare as it can sit in some country's customs for months before being redirected.
Check with USPS as they will know if item was missorted no guarantees that they will share this information with you but still worth a try. USPS customer services may be a good starting point and you may have a dedicated team to handle customers enquiries if you have a business account with them.
Deutsche Post know that this item is on it's way and their own track & trace website will come alive as soon as they receive the item from German customs.

Thanks for filling me in. I shipped to Germany before, but stuff tracked all the way to deliver (it's e-delcon after all).
Is there a chance something happened and tracking just stopped after it left USA? The customer told me on March 9 that he didn't have it, so I'm inclined to agree with you that it's a missort. I don't know if that means it will end up in Germany eventually, or if it will be sent back, or if the customs that received it will just keep it (that's known to happen in some countries, my shipping service says return service is not guaranteed with all destinations).
