My selected shipping option is not available when paying for the label

I am trying to ship an international package and UPS was the only carrier I was able to select when setting up the listing. When going to pay this option is not available. Please help.

Not sure, but it appears the the buyers address is not complete. That would mess up eBay's shipping choices cause they can't figure out where it is going.
