If it's not received by 1 day past the Estimated Delivery Date on the order, you can open an Item Not Received claim. If it's still not received by a few days more, you can step in and have eBay help you.

I'd recommend reading the Money Back Guarantee. There's some good stuff there for buyers. Good luck.
