Buyer hasn't received a priority mail package yet from USPS that is over due. How many days can I wait to see if package is found and delivered before I have to issue replacement or refund?

You do not need to do anything before your buyer actually opens a eBay item not received request under the MBG
Manny priority mail articles are currently experiencing delivery delays

First, you need to go to the USPS website and see what the tracking information says about the whereabouts of the package. If the package has not moved for a while you can contact the post office CS and inquire about it. That sometimes gets it moving again. Do that by email.
2nd, if the estimated delivery date has passed, the buyer can file a INR claim, in which case you can refund. The buyer has 30 days from the estimated delivery date to file a claim.
3rd, you should not do anything about refunding until the buyer requests it by filing a claim.
Keep the buyer informed as to what you are doing. Hopefully it is not lost.
