Missing order

i placed an order 2/15/23 and was charged $39.30 

upon receiving my tracking info: 9405508205496485142560 I checked the status and it says shipped 2/17/23 however tracing info continued to show it remains in Pendleton, SC since 2/17/23.  

how long is it to take

It may not have been mailed, ...................  or it may not have been scanned by USPS.

Sometimes items are not scanned until they get close to delivery.

You have 30 days after the last estimated delivery date to open an "item not received" dispute

That Tracking number shows the item as Priority Mail and it has not been accepted by the USPS.  Sometimes a item does not get scanned so maybe it is mailed and maybe it is not.  Have you contacted the seller to see what info they may provide you?

Also note that eBay marks an order as 'Shipped', when actually all that's happened is a label has been printed.

IMHO, nine days is long enough.  It's time to file a claim for "Item not received."  Here's a link to eBay's buyer protection  policy, which they call the "Money Back Guarantee":
