Can anyone please help. I purchased a set of 10 POP characters for my daughters birthday. Unfortunately only 9 arrived. The seller admitted that they had missed an email and their supplier had run out of 1 character. The seller has been extremely difficult to deal with. I reported to eBay who is just saying that the tracking shows the item was delivered BUT they are not looking into the fact of what was delivered. I have the email proof from the seller that an item is missing but eBay seems to be sending automated responses. How do I talk to a person please.

You don't need to talk to a person. File a case for item not as described and follow the steps ebay provides, especially the timeline

You don't need to "talk to a person".
You ordered a set of 10. You received only 9.
Therefore what you received was not as described.
Open an item not as described case in the Resolution Center.
Did you, however, already actually open an item not received case?
That was the wrong kind of case to open and that is the reason eBay denied it.
If you paid with Paypal, you can open an ITEM NOT AS DESCRIBED CASE there.

Just a FYI. False positive feedback isn't allowed from sellers.
The hostile buyer feedback a seller left for you will be removed by eBay once you let them know.
