Missing Refund

I returned the item and it was received by the seller and the seller initiated the refund but after 7 days I still don't have it.  I can't find any way to resolve it. I contacted the seller and they are not responding. 

Each link in eBay that I follow doesn't give me an option to have them step in since a refund is pending.

If the status of your refund is "pending", I am wondering if this is a PayPal issue.  PayPal will put a payment in "pending" statis if PayPal has not been able to clear the funds (eChecks, for example are not immediately available).   Pending refunds should go through in 3-5 business days.
